I m new with free radius, so I will just try to provide you generic info about your questions.
 
I didn't see any support for the DB2 database, but you can use  LDAP, MySQL, PostgreSQL, Oracle databases
 
Now i think you will be able to find some tools to link for example LDAP on a DB2 Database
 
Else I have also seen a IODBC driver that should allow you to do it also.
 
As the interface you have different solutions, first use a software client for your database.
You also have the dialup_admin script that allow you to manage many things.
Check the faq and link section to get more info about this.
 
The table are queryed by the freeradius server each time a request is received through the DB driver.
 
so for the nas the DBMS connection is hidden, the radius reacct as any other radius server (livingston or other)
 
So in your case a end solution should be to have set an ioDBC connection to your DB2, use the ODBC driver to connect on this data link, by launching the freeradius any request will translate in DB2 QUERY format and providing an answer to the nas as a livingston configuration.
