Did you start from the DEFAULT radiusd.conf? If it doesn't work in the default configuration, then something else is wrong, and no amount of editing the default configuration will work. If it does work in the default configuration, then keep back-up copies of it, and slowly edit it bit by bit, until you see the problem.
