The limitations on concurrent users are usually set by *commercial* RADIUS servers, in order to be able to charge more for the server. As FreeRADIUS is *free*, we don't care how many concurrent users you have. The number of ports on your NAS will limit concurrent users more than FreeRADIUS will.
