They (possibly) extract some information from the end-user, build a
Access-Request packet and sent it to the radius server. The radius
server answers with an Access-Accept or Access-Reject packet.

Please note that 'client' of the radius server is your dialin router
and NOT the end user at the other end!

Download freeradius, look into the doc directory. There is everything
you need (the RFCs describe the whole protocol).
