  FreeRADIUS can log only what the NAS sends it.  So if the NAS
doesn't send stop packets, FreeRADIUS can't log them.

  No.  The problem is that somehow either the NAS is not sending stop
packets, or they are being lost in the network.

  Have you looked in the 'detail' file, to see if the stop packets are
being received?  If you're using SQL, then some stop packets may not
be logged for certain reasons.  With the detail file, ALL accounting
packets are ALWAYS logged, so you can use it to discover problems with
other modules.
