Event-Timestamp shows as string date when proxied

I'm trying to send an Event-Timestamp attribute in my accounting 
requests, when proxying to other radius servers.

I've noticed that Event-Timestamp is a date type, and requires a unix 
timestamp.

But when I check my other radius servers to see what what proxied over, 
radiusd in debug mode prints something like this:

        Event-Timestamp = "Nov 29 2003"

Is this correct?
Shouldn't this be a long integer value?
