I thought it was part of XP but after exploring some more, it appears to be a part of the Dell/Broadcom driver set for the Truemobile line of wireless cards (not sure if the older, Proxim/Orinoco/Avaya/Lucent-based cards are supported for this functionality). Regardless, it still fails the authentication. The AP seems to think its a valid EAP request or it would never pass it on to the radius server...
