Perhaps you haven't read my response, or the "man" page for "rlm_passwd". rlm_passwd allows you to define groups *outside* of the normal Unix /etc/group system. The "man" page describes how to do it. Stop arguing with me, and follow the instructions in the man page. It will let you create groups, it will not use the Unix group system, and the users don't have to exist anywhere.
