I don't claim to know much about the inner workings of Windows, but
i would expect that would be relevant only if i tried to *invoke*
"setup.exe"?  This happens when explorer simply opens a directory
containing a "setup.exe".  (so essentially a stat() operation).
Does UAC come into play at that level?
