Some detection code wasn't getting executed because a default keyboard layout was set to a default value in settings.c. For me I can switch between English (Canada) and Canadian Multilingual Standard in ubuntu, and detection will be correct in both cases. If it's not working for you, please build with WITH_DEBUG_KBD and file a bug report.
