When you send an invite to FS with no INVITE the default behavior is to reject the call because the media can not be negotiated. If you enable 3pcc mode on the profile then FS will send you a 200OK with a list of codecs and assume the softphone is going to make a 3pcc call which involves making another call to a 3rd destination and responding to FS 200ok with ACK+sdp. This is the only things we support when it comes to no codec.
