ALSA has been the standard sound system in Linux for quite a while.

As for Windows problems, I'm genuinely at a loss to explain them.  My only 
thought at this point is that the soundcards in question reject a request for a 
monaural 8000kHz 16-bit audio setting.
All common sound cards will accept 48 KHz stereo. It's best to use this rate to talk to the hardware, and interpolate as necessary.
