Thanks Jean-Marc for that excellent work and for documenting it on your
blog.  This is a really good example of Vector Quantisation.  A
2-dimensional vector can be easily visualised on an x-y axis - much
better than 10 dimensional data like the LSPs!

I ran some tests and can't hear the difference between Jean-Marcs joint
pitch-energy VQ and scalar quantisation.  In channels that can handle
predictive coding, this will approximately halve the rate of the pitch &
energy information.
