The point here is that we should be using a modem with frequency transitions only on VHF/UHF, if we want the best use of our power budget. For this choice, though, we would suffer a lower spectral efficiency, and potentially a worse bit-error-rate for a given noise level than we would have if we could support a PA with lots of headroom.

The reason that SSB transmission is in general not offered on HTs is that much of the power of a linear PA ends up being turned into heat.
