[Freetel-codec2] Linux port

I have been porting FreeDV back to wxWidgets 2.8 for much of the day. 
Most of it is trivial. The largest problem I have so far is that there 
isn't a way to add controls to the file select dialog in 2.8, and thus 
recording is broken. I will have to make a custom dialogue.
