[Freetel-codec2] RM-11625

We have reached the end of FCC's reply comment period for RM-11625. Our comment was unopposed. We had one favorable reply comment. AMSAT and TAPR did not make the supporting comments I requested - perhaps because N8UR who is counsel for both is down to one eye for a while until he has new kerataconus surgery, or for some other reason unknown to me. Most of the comments in this omnibus proceeding are concerning RM-11629 which is about permanent credit for amateur examinations. 

What FCC will do with this is likely to be a mystery for a while.
