Opus seems better for digital narrowband radio broadcast, if you do not
want to limit it to talk.
The biggest problem seems to be to push it all together in a narrow
signal bandwith.
The reference implementation of Codec2 works with 1,1 kHz used bandwith
(see http://codec2.org/) I don't know how efficient Opus is, but it
seems to be a milestone of progress in comparison with Ogg Vorbis - Like
Codec2 in comparison with Speex (Yet Speex seems to be better in
Quality, but it it uses 16x more bandwith!)

digital radio mondiale aims to be applied on shortwave (alike DVB for
Cable, Antenna and Satellite - TV)... But unless it's standard, it may
take between a decade or two and never!
I hope it's far more suchsessful than that crap named DAB/DAB+ in
Germany. (Every other nation broadcasts digital radio in DVB-T - Format,
too!)
