From experience, these generic libraries almost never do exactly what you need. 
There's about a hundred ways to implement an IIR filter in fixed-point 
depending on the order, accuracy, memory handling, ... so there's no way a 
generic library will do the one you need. These libraries may work for simpler 
things like a sound editor or a mixer, but not for codecs.
