In order to not build the codepages (for the cmake build) I would need some method to determine if they're out of date, but at this point, I can build FreeDV using rpmbuild (unpacking source, configuring, building, and packaging in an RPM) in a little over 6 seconds so I'm not sure the effort to stop generating the codepages would be worth it.
