Unfortunately, someone has opened the encryption issue with FCC. See
this:

I am going to put all of my spare time for a while into fighting this
proposal and lobbying every ham in the country to oppose it. Any work I
was doing on FreeDV, Codec2, and HT of the Future will have to wait
until this is over.
