The TI chip is an 80-MHz processor core - the STM32F4 only just works at 168MHz 
- around 80% CPU time - running duplex so I don't really think it would be 
worth trying...

It would probably do Speex OK as the STM32 takes about 25% in duplex.

an inexpensive platform to run Codec2. It has two 12 bit ADCs with 12 input 
channels and 1M sample per second.
