It seemed such an obvious rule change. I can't remember but I think they
allowed TDMA data but not voice (or maybe it was vice-versa). A simple
change to the third emission letter. The ARRL wasn't against it, nor were
they for it (didn't want to comment).

I think it's all legal these days, so just a historical note.
