Please modify codec2-dev/src/CMakeLists.txt so that
CODEC2_PUBLIC_HEADERS includes freedv_api.h, like this:
set(CODEC2_PUBLIC_HEADERS
codec2.h
codec2_fdmdv.h
codec2_fifo.h
comp.h
golay23.h
*freedv_api.h*
)
Subsequent to this, "make install" should put the header in
/usr/local/include/codec2/freedv_api.h
