Regarding whether to use an RTOS or not, it's really a matter of task 
complexity. Contiki supports IPV6, filesystems, radio data links, and 
deterministic real-time in a really small space for network-of-things 
devices. It would fit quite handily in an STM32 and would make that 
processor capable of things you might not otherwise be able to do as a 
one-man project. But if you aren't making very many of them it might 
just be easier to go for a larger processor and run uCLinux.
