Along these lines.. the group might want to investigate the HamDRM mode 
that has multiple QAM modes.  I've personally used this mode quite 
effectively for digital SSTV over FM on a local repeater via the 
standard 1200baud packet connector on most VHF radios.   Both Qsstv ( 
http://users.telenet.be/on4qz/index.html ) and TRXAMADRM ( 
http://pa0mbo.nl/ties/public_html/hamradio/txamadrm/ ) are available for 
Linux and could be used as tools to do more investigation. HamDRM is 
quite fast and with it's built-in Reed Solomon FEC, it's quite robust 
too!  Check out page 7 of 
http://pa0mbo.nl/ties/public_html/hamradio/txamadrm/txamanew.pdf to see 
some of the details on this mode though it runs at 2.2 or 2.5Khz by default.

Back on this specific thread though, I do agree that trying to use FM 
radios is probably going to hinder the bit rate.  SDR technology is just 
getting too cheap to short-sell a new technology like CODEC2!
