(1) Probably just stores 1 bit as a whole byte for simplicity (hack).

(2) 20ms is used for a couple of modes, but all the rest use 40 ms.

If your algorithm is taking longer than 40 ms (20 ms for 3200, 2400
mode) to convert to data, or data to PCM, then it is not going to be
real-time, and thus of no use for vocoding.

You might as well just store the raw PCM into a file and send that via
TCP/IP using an ACK/NAK protocol.
