It will take a more bare metal - real time approach.  I've done a number of
designs on both the OMAP and Sitara line from TI.  It's a bit over kill for
a bare metal and running Linux (remember all the test gear that had
WiindowsCE or even more recent Linux based devices) isn't ideal.  A
purposed based embedded solution along with a update / modular combination
of the Pica/Combo and maybe UHF/VHF (DSP-10) with a layout that would
support a "remote head" would be ideal.  The beaglebone is sold at or below
the cost to manufacture and even in the Sitara line I've have seen a BOM
less than $100.  Its also a high pin count BGA where there is simply more
to worry about going wrong.

Nothing up until this point has really put CODEC2 or other desired
functionality in a openish platform for radio building / experimentation.
The Combostar / Pica / DSP 10 is close but it dated.  I use my combostar
daily and have integrated FV into it but its kludgy and the AD DSP being
basically set in stone limits what "could" be done.

I recently did some prototypes of a VHF/CODEC2 HT and I can see that with
some careful design it would be possible to have a nice platform for the
home builder.
