I don't think so. Few weeks ago I have built freedv 1.0 from source
without having the libhamlib++ package installed and it built fine.

ldd freedv | grep hamlib gives:
libhamlib.so.2 => /usr/lib/libhamlib.so.2 (0x00007fad3f340000)
