After a few weeks hiatus due to other events (in particular, the
Brisbane-to-Gold-Coast bicycle ride), I've finally gotten back to the
SM1000 and have finished my implementation of a time-out timer.

This is another menu item between UI and MODE, by default the time-out
timer period is 0 seconds (disabled), but you can adjust it between 0
and 600 seconds (0-10 minutes) in steps of 5 seconds.

I might look into some non-linear adjustment since beyond 1 minute
bigger steps would be helpful.

The time-out timer has a warning period which is also configurable in
steps of 5 seconds.  It starts counting down N seconds before the
time-out, where N is configured under the "WARN" menu item.  During the
warning period, a beep is heard each second, and the PTT LED flashes.

On time-out, a tune is played and the unit goes into receive mode as if
the PTT had been released.
