If the nvoc were open source it would be a viable tool. I did a search on it 
and found nothing. There's nothing wrong with proprietary/patented algorithms, 
if you are just selling radios on eBay.
In order to have open code/hardware, you can't mix and match that stuff. 100% 
open, or forget about it. I think Yahoo has a digital group that plays with 
that stuff.
Most of the vocoder stuff in the wild is reverse engineered and ownership is in 
doubt.
