I think the mode was designed to offer-up something more useful for legacy radios. Radios that we already have on the shelf, or in the garage, collecting dust.
I don't think it really deserves designing a new radio over. The other mode 2400A is more interesting, and offers a challenge to those wedded to FM. The real challenge, is a digital only, single band VHF SSB radio for less than $200.
