Thanks to Gerhard OE3GBB, we just discovered a bug in the latest FreeDV
1.3.1 release that is injecting noise at 2db SNR into the demodulator.
The symptom is your SNR will never climb above 2dB.
The fix is Tools-Options -> Uncheck "Channel Simulation" checkbox.
This should be off by default. Richard will post new Windows versions
with this bug fixed shortly.
Despite that bug Gerhard has been working all over Europe and North
America on 700D, 2dB SNR is actually a pretty good signal for 700D :-)
