Only if it decodes and re-broadcasts everything - yuk.

One of the best 9600 bps modems back in the 90's was the TAPR modem.
It came with a bit-regenerator. It was a hard modem to assemble, with
lots of parts, (and lots of mis-marked parts, ha), but that baby
hooked to an old repeater really performed well. Now we had a repeater
up in the air, and no hidden terminals.

The bit-regenerator worked over some number of bits (I can't remember
now if it was 8 or 16 bits). So the repeater didn't have to know
anything about the signal, other than the bit rate. It took fringe
signals, and re-transmitted them in perfect shape.
