RPM Package on OpenSuSE-15.1 is:
wxGTK3-3_2-devel-3.1.1.g3-lp151.3.5.x86_64
Which looks like it's probably v3.1.1 of Wxwidgets. Looked online and
found that v3.1.2 was released Dec, 2018: Didn't see a notice about
the 3.1.1 release but it was probably earlier in 2018.
My linux is the current release and I keep it up-to-date. However...
OpenSuSE-15.2 is due to be released in a month. In 2 or 3 months I'll
probably bump it to 15.2, but I'd rather not wait a few months to get
FreeDV going again! ;-)
