A very quick response; the difference between the 405 & 407 devices is Flash 
memory size - either will do in the case of the SM1000 I believe (I’ve used 
407). I suggest your led is inserted wrongly - it’s the most obvious cause.
Veroboard will be fine for a prototype - there are no RF circuits.

In all honesty, I built 2 on pcbs designed by someone who advertised he had 
some spare and found it tedious and difficult.  I would advise anyone else to 
buy the finished articles.
