It should be 16 bit shorts, mono, 8 kHz sample rate.

This makes me think that I have something wrong with my input audio
file format. What are the actual requirements for raw file to get best
possible performance? Sample rate, encoding etc?
At this stage I am using Audacity to convert the audio for testing.
