[Freetel-codec2] LPCNet CPU improvements

[David Rowe]

Jean-Marc (the author of LPCNet) has emailed me to say he has reduced 
the CPU load of LPCNet on a modern laptop to about 5% and even achieved 
real time of a Pi 4 platform.  I don't have the cycles to play with this 
right now, but if anyone is interested in LPCNet running faster please 
see Jean-Marc's GitHub LPCNet repo.
