I have most of an AMBE 2000 encoder at
https://github.com/BrucePerens/hams_open/tree/main/daemons/ham_digital_modes/src/ambe
Totally untested. In Rust, it'll be some weeks before I can get AMBE
hardware to verify it. The Codec2 fixed-point port shows 0.99996
correlation with David's codec, not tested on a radio etc.
