Yes, right now the copyright on SSL is such that you have to buy
a commercial distribution (Stronghold, etc) with SSL compiled in.

The copyright on the RSA engine expires as you mention though.

There are options to pay services for taking credit card numbers which
you might want to look into in the mean time if you don't want a license
but need to start your site now (processing.net, cybercash, etc)
