It is because the two other Java developers here (besides me) have been
heads down in a project for the company for the last few months. We don't
have enough resources right now.

Turbine is quite solid today.

True. Although, I would also note that each framework will take advantage of
specific features of the environment. For instance, Turbine has a LOT of
features that are nearly impossible to do in PHP such as persistent objects,
global caching, user level caching, etc...
