First, set up an SSL Web server.  One way to do it is to use Apache
Stronghold.  Another is to use mod_ssl.

Second, turn on the constant in global_settings.  From there the system uses
https when appropriate.

SSL requires a license from RSA, who has a patent on the encryption
algorithm.  I think RedHat is selling a flavor of their distro that includes
this license.
