We don't know yet whether we are going to participate in the next
GSoC. In any case, starting to work without having any previous
experience with or exposure to FreeType or related topics is hard,
especially because it is such a low-level library.
In other words, you need to have enough interest to actually *use*
FreeType for some time (either directly or indirectly with another
project that uses it), and this interest should not be restricted to
GSoC.
