Yes, fedora and a few other linux distros ship mingw-cross compiled freetype. 
Go to https://koji.fedoraproject.org (fedora's build farm) and download the 
build logs to get some ideas. Look for the "mingw*-freetype" packages' build 
logs.

This isn't really a question which warrants a post to the dev list, btw. A few 
linux distros have been shipping mingw cross-built freetype for decades. You 
could just type "mingw freetype" in any search engine and get this answer.
