If so, please ask the question in Ubuntu community, about
which package you should install to obtain freetype-config.

I guess you installed only runtime package, you should
install developers package. There might be libfreetype6-dev
or something like that. Linux distributors have their own
naming and versioning conventions, I cannot tell you exact
name of package.

in my installation. My feeling is, the missing file should reside in
usr/bin/freetype-config.
