Although this seems to be off-topic, have a look at your syslog.  I think the 
kernel (network card driver) reports the state there ("link up/down" like 
"kernel: eth0: link up, 100Mbps, full-duplex, lpa 0x45E1").

I guess that Red Hat has a daemon running which monitors and displays these 
messages (which is indeed a nice feature IMHO).
