I had exactly the same issue as you lircd started by the mandrake script (so with the correct --device=/dev/lirc/serial) but the liblirc from freevo runtime tries to connect to /dev/lirc (hardcoded) which is a _directory_ instead of a special device file.... Using the correct liblirc for mandrake solves this.
