Sorry, but generally, no. To run progressive scan (non-interlaced) video on a standard tv is not possible. It is a limitation of the old tv-tech, and can thus not be fixed just by putting in a modified signal. Computer monitors, and in most cases everything that has a VGA or DVI connector (projectors, flatpanels, plasma,etc.), support full frame draw.
