i am using the ati tv wonder (non ve) and have had great success watching 
tv using a freevo/tvtime combo.  the picture quality is significantly 
higher than in windows(probably because ati was degrading the image to 
keep the card from competing with their higher end cards like the AIW).

I haven't actually gotten recording to work, but i doubt that is related 
to the card.

I am running RedHat 8.0, a pre release from about 3 months ago, and am 
using the bttv driver.

I have had problems with the bttv driver(unresolved symbols) since my last 
redhat network  update, and i haven't had internet since it happened so i 
haven't been able to fix it.
