Hi,
in my system, mplayer definitely does not need root privileges to play tv or movies. I 
am using...
debian woody with kernel based on 2.4.20
tv: terratec cinergy 600 (saa7134 with v4l2)
video: some asus-7700 (nvidia, nvidia drivers installed)
I am running freevo both in X11 and in vesa framebuffer mode from tty1.

Perhaps there are other devices needing root privileges.
