yes, and as far as I have understood, it only works now. In winter, it won't work any more, because it should be '+1' in winter...

I just posted a couple of Python modules up at http://techweb.rfa.org/staff/bill,
TimeZone.py figures out a lot of the time change issues (when the next one will
be in a specified time zone, and what the jump will be, conversion of a time
from one zone to another, etc.)

The second one, TVStation.py reads Xine-style channels.conf, Xawtv frequency lists,
Xawtvrc files and lets you figure out frequencies from channels or stations, change
channel, etc. Including a few XML routines that can be adapted for XMLTV files,
etc.

They're a little bit rough, but they might be useful. Both require Python2.3
